Budget & Finance

The Budget and Finance Department oversees all fiscal operations of the Town of Pembroke Park. Under the leadership of the Budget and Finance Director, the department is responsible for developing the Town’s annual budget, ensuring that financial goals are met, and confirming that all funds are spent appropriately in accordance with State, Federal, and Local regulations.

 We are proud to report that our independent audits have consistently received excellent ratings, and our budgets remain balanced year after year.

 Fund Structure

The Town of Pembroke Park adheres to Generally Accepted Accounting Principles (GAAP) in preparing its budget and managing financial operations. GAAP requires the use of separate accounting entities, known as funds, to track resources designated for specific purposes.

The Town utilizes two main types of funds:

  • Governmental Funds: These funds support most governmental functions and include the General Fund, Debt Service Fund, and General Capital Projects Fund.
  •  Enterprise (Proprietary) Funds: These funds account for operations similar to private-sector activities, such as the Sewer Utility Fund and Stormwater Utility Fund.

Responsibilities

The Finance Department provides internal support to all Town departments and offices, including:

  • Financial forecasting and planning
  • General accounting and reporting
  • Preparation of financial statements and reports
  • Oversight of the Town’s annual independent audit
  • Revenue and expenditure analysis

The department also manages the Town’s annual external audit and issues the Comprehensive Annual Financial Report (CAFR).

Additionally, the Budget and Finance Division handles all vendor accounts payable matters.

Billing Division

The Billing Division provides many of the department’s direct services to residents and businesses. The division also manages the Town’s accounts receivable and operates under the direction of the Budget and Finance Director.

Procurement Division

The Procurement Division is committed to delivering high-quality support to all Town departments and vendors. Its goal is to ensure the responsible use of public resources by purchasing goods, materials, and services that offer the best value while maintaining the quality necessary to provide excellent service to Pembroke Park’s residents, businesses, and visitors.
